Mycroft had bought his little brother a present months before his birthday was near. He knew there wasn't going to be a big party- he knew there wouldn't be a party at all. They couldn't really afford a lot of presents for Sherlock, so a party with balloons and decorations was not even considered. The money went to their education, and Sherlock was fine with that.
